I really don't know, but I'd bet we've already done as much or worse and I'm OK with that. I'm sure China is aware we can do what we need to.
Seems I remember North Korea lost all internet for part of a day (or more) supposedly in response to the Sony hack.
But it's troublesome we evidently can not stop them. Guess it would take an entirely isolated network to really be secure.
