    I don't own any rental property in Collinsville at this time. We moved here from Missouri and have had to rent that property on and off for the past several years. I think there could be some compromise met on this. If you have a tenant that comes in and doesn't pay thier rent, you should get a tenant who will pay the rent. This is not a charge that will likely be passed on to the tenant. If I have to rent to 3 different tenants with 6-7 months to get a good one, this results in something akin to a money grab for the city. You could just as easily put in the words (or bi-annually). This way if you have a good tenant who stays 10 years in the same place, you take care of their "safety" as well, but you don't have to pay a fee and get something inspected five times per year when it obviously doesn't need it.
