I'm seeing a lot of this style of photo on websites and even tv news lately. It's a picture divided into thirds and it makes no real sense to me. What is this all about?

Generally it means the photo was taken with a cell phone and it was a vertical photo, not horizontal. Since the picture is vertical and the tv screen is wide, they have to fill the left & right edges of the screen with something. Usually, they use a blurred, zoomed in version of the same photo to fill in.
