St Clair and Madison County health departments most recent inspection scores for eating places are online. There are not any explanations as to what the violations are which kept each place from getting a perfect 100 percent, but the lists for each city are worth a look.
My first reaction was, "oh boy, Spring Garden." And, under the heading of East Side Health District is found, Diana's Bakery in Collinsville. Where is this place? Never heard of it.

From my experience:
If an establishment scores 100, either the inspector is in a hurry to get home or he has, shall we say, an 'agreement' with the owner.
If they receive a low score, either the inspector or someone in the health department has a problem with the owner, or else the place really is filthy.
Most of the time, the inspector will deduct 5 to 10 points so that if any of his superiors check up on him, it'll look like he's doing his job.
By the way, violations can be VERY specific, e.g., having a refrigerator at 44º instead of 42º.
That's the way it works up here.
