Went to a wholesale nursery on Friday and came across the cutest shrubs I've seen in a long time.
They're Bird's Nest Spruce shrubs, low growing, slow growing and are great for borders or along foundations, in rock gardens and even as some ground cover. They will never get too high, maybe 2 feet or so and will spread out in a larger circle.
If you have a nursery which sells Monrovia plants you may be able to find one.
