I like the way everyone has been dropping the word 'dithering' into the political world lately. Sometimes dithering is a good thing, sometimes it's an insult.
Today Nancy Pelosi is all excited about the new House health care bill she unveiled today. I'm not overly worked up over this news, after all, between the House and Senate there are quite a few of these bills languishing unread or having quietly disappeared into the ether.
So, Dither away, Congress. Take your time, read the entire 1900 page new edition of a health care bill.



I don't understand this constant demand that legislators read this 1900 page bill or othe major pieces of legislation.
Reading is one thing. Reading and understanding and being able to debate is another.
Each congressperson has a staff of 20 to 25, with expertise in certain areas. The staffs should be reviewing, along with other congressional staff members provisions of the bill.
No one should expect a CEO of a major company or university or organization to read major proposals page for page. That's why they hire and pay staffs. Mayors and city council members don't read or understand complex issue related to large infrasrtucture projects. They hire city managers and experts to provide opinions and reviews.
Dither away, but don't ask or expect every page to be read by every legislator.

That is part of the big problem. They rely on staff/others to read and 'interpret' things. The way the laws are written (in 'legal terms') is often interpreted many ways, then as to be 're-interpreted'. Given the fact that this legislation/as all legislation is 'changing/impacting our lives'-they SHOULD be reading it and be able to address EVERY question. That has been the BIG problem, they rely on staff/others to read and then they really can't explain everything they need to

With very few exceptions, they don't need to read it because their party leaders (BOTH sides) will tell them how to vote. They'll also be given their talking points. I can probably tell you now, within 10 votes, how this bill will pass the house REGARDLESS of what the final bill actually says.
