Dogs off leash in Rockville Maryland

Unlike most cities, Rockville Maryland has a program which allows pet owners to have their dog off leash provided they pass a two part test or provide documentation that a dog has earned certification as a Companion Dog or Companion Dog Excellent through the American Kennel Club.

The test is described here.

The test is administered by what looks like someone under the auspices of the police department the third Saturday of January, March and September.  Most cities are content with the traditional, "every dog on a leash" policy.
